Fixup R and C, add C-POL, L, and D

THIS IS A BREAKING CHANGE TO C AND R SYMBOLS!

The lengths of all passives in this series are now 400 mils. This is the shortest, within reason, which seems possible. It also enables the true center anchor of the C and C-POL symbols to be actually the center of the symbol (with some funny pin lengths).
