Andrew Bradford requested to merge bradfa/lichenkad:regulators into master

Create regulators library, which can be used for LDOs and switching regulators. Create TLV702.*DBV (and one alias of TLV70233DBV) symbol. Clarify README items that should use the phrase "should" instead of a combination of "must" and "whenever possible."
